Hôm nay (3-12-2013), Detroit chính thức trở thành đô thị lớn nhất trong lịch sử được phép tuyên bố phá sản theo Chương 9 của Bộ Luật Phá sản của Mỹ, sau khi một thẩm phán liên bang phán quyết thành phố này hội đủ các tiêu chí pháp lý để được bảo vệ tránh bị chủ nợ đòi nợ .

Tờ Detroit Free Press viết: “The city of Detroit today officially became the largest municipality in U.S. history to enter Chapter 9 bankruptcy after U.S. Bankruptcy Judge Steven Rhodes declared it met the specific legal criteria required to receive protection from its creditors.“

Định nghĩa của Investopedia về Chapter 9 bankruptcy: “A bankruptcy proceeding that provides financially distressed municipalities with protection from creditors by creating a plan between the municipality and its creditors to resolve the outstanding debt. Municipalities include cities, counties, townships and school districts.” (Investopedia)

Chapter 9 bankruptcy dành cho các trường hợp chính quyền cấp municipality (thành phố, hạt, thị xã và học khu).

Còn Chapter 11 bankruptcy dành cho các trường hợp phá sản của công ty và cá nhân.
